NASA Electronic Health Records System

The Situation

Since 2000, EHR implementation has been steadily increasing and offers some tremendous opportunities for small medical practices all the way to large hospital facilities.  NASA saw this as an opportunity to improve the way employee records are tracked and managed.  Such a system can be used to treat injuries and monitor occupational health.  NASA made an agency-wide decision to employ EHRS as their primary form of health record keeping at all 14 NASA centers across the United States.

For a number of years, NASA had tried to put together an EHR system.  Like many organizations, they ran into obstacles along the way.  NASA identified this objective as an area of critical need that required immediate action.

The Challenges

  • At the time, each NASA center had its own health record keeping system, their own contractors, and their own way of operating. The challenge was to turn the vision of an agency-wide EHRS into a functioning reality.
  • Providing a standardized framework across all 14 NASA centers that allowed each one to customize specific aspects of the program unique to each center.
  • It is commonplace for projects of this nature to employ subject matter experts from the medical community.  NetLander was entrusted to bring medical health professionals together with IT experts in order to design a secure, workable EHR system.
  • Protecting Personally Identifiable Information (PII), which is part of the Personal Information Protection Act (PIPA). Because of this, IT security is of the utmost importance. Protecting the PII of 100,000 NASA employees and its nationwide contractor base.
  • The enormity of the project required the implementation of a Disaster Recovery Program (DRP) to keep occupational health data secure and confidential.  In order to put the DRP into motion, NetLander managed a team made up of mutiple contractors and government organizations.

The Solution & Results

  • As an ongoing project, NetLander manages the project through an Integrated Product Team (IPT stakeholders) including the customer developers, IT Security, The Vendor, and the Budget control.
  • NetLander serves as co-chair of the EHRS Agency Task Force.  This committee is made up of occupational health professionals across the agency.
  • NetLander oversees the Technical Problem Resolution System (TPRS), the EHRS Action Item System, and EHRS SharePoint Documentation Library. NetLander oversaw the Technical Problem Resolution System (TPRS), the EHRS Action Item System, and EHRS SharePoint Documentation Library.
  • Since NetLander project managers came on board, this project has gone from an organizational and technical struggle to a smooth, on schedule, on budget roll out with satisfied customers and users alike.  During the 2011 calendar year, NASA rolled out this system to nearly half of the agency’s 14 centers across the U.S.
  • NASA is confident to know that NetLander is managing the project where their employees’ PII is secure and in the case of a catastrophe, the DRP is firmly in place. Users are trained appropriately and under a solid configuration control system for all 4 environments: production: development, testing and training.
  • NetLander facilitates the Configuration Control Board (CCB)
